As Russia-Ukraine war has been taken much human life, I would like to provide a proposal for Ukraine, Russia, and the world to consider. My proposal will be in the worst to best order based on my personal thought on which one is the best.
Russia’s demand:
- Not join NATO (A neutral status of Ukraine)
- Admit independence of Russia-controlled territories
- Demilitarization of Ukraine, protect Russian-speaking population.
Ukraine’s demand:
- A ceasefire and the withdrawal of Russian troops, but also legally binding security guarantees that would give Ukraine protection from a group of allied countries that would actively prevent attacks and “take an active part on the side of Ukraine in the conflict.
Proposal 1:
Update: This article was written on Apr 2. After Russia broke its deal with Ukraine, Proposal 1 is no longer feasible. Anyway, as I said earlier, this is my least-preferred proposal.
1. Ukraine completely gives Russia the Russia-controlled territories; let these territories be part of Russia, not part of Ukraine. Nevertheless, demand that Russia has to let Ukrainians in those regions move out. Ukrainians will need to have the right to decide whether they are going to stay or move out to other Ukraine regions which are not controlled by Russia. In addition, Russia should allow Ukrainians have right to leave those regions freely anytime in the future even if they decide to stay in those regions at this current moment, just like Russia allow Russians to emigrate to other countries. Explanation:
Ukraine president Zenlensky has been considered giving up some territories and already used this compromise to make the peace talk have some progress with Russia. It’s an option which I have been also considered about it. Nevertheless, I suggest that if you are going to give them territories, give them territories completely. Make those territories part of Russia, no longer part of Ukraine like in Minsk does.
Therefore, these regions won’t have right to influence Ukraine’s any future political decision like Minsk agreement does, and Ukraine will have no responsibility to provide money or whatever like in Minsk agreement defined under this new proposal. Ukrainians in these regions can move out to other cities in Ukraine and then stop being hungry. The problems that occurred in Minsk agreement won’t happen again.
Many people have been concerned about Russia trying to make Ukraine separated – like North Korea and South Korea. Under my proposal, the circumstance will not be like North Korea and South Korea, because Ukraine civilians move out. There will be some pro-Russians want to stay there, you can just respect their decision.
There is a side note for this proposal, Russia should provide an opportunity to let the Ukraine government speak to civilians living in those territories. Because they have been isolated from the outside world, it’s likely that they won’t make a good decision and decide to stay. Ukraine’s government should tell them what has been going on. However, civilians should be able to leave anytime in the future, even if they decide to stay at the moment, because the territories become part of Russia; civilians in those areas should have same rights as Russian do, and the rights include anyone who can emigrate to other countries.
2. Russia should provide money to civilians in those Russia-controlled territories to rebuild their homes in any place in Ukraine or Russia-controlled territories.
3. Ukraine does not join NATO. Russia has to reach a security agreement with Ukraine with OSCE, NATO, U.S’s help.
4. Russia give up the demand of demilitarization of Ukraine because Russia already admitted Ukraine as an independent country.
5. Russia buys waters from Ukraine to supply Crimea region, if Crimea is given to Russia. Relocations of Ukraine residents and starting a water business should solve the main and toughest problems. No need to go into a 15-year plan [2] https://www.bbc.com/news/world-europe-60920255

5. Ukraine set up a measure or law to protect Russian-speaking population: This should be no problem for Russia as there has been no language suppression. I will explain why there is none in my other article.
To Ukraine – As so far Ukrainians have been performing well at the war, it will probably be difficult for you to give up those territories. However, if giving up territories is of your options to stop the war and prevent more innocent deaths, I suggest that just give them all and add these conditions. This is the way can minimize the harm to Ukraine.
To Russia – Since Ukraine has been the winner of this war, if Ukraine is willing to give up its territories, I think you should just accept the additional conditions and other points. Internally, first, since you already get territories, you can declare you have achieved your main goal – the liberation of Donbas. This action will boost Putin’s popularity in Russia. Win-Win, so I suggest you just accept No.2 if Ukraine is willing to give up territories.
Proposal 2 :
Ukraine fights back every part of its territory, including Crimea, Donetsk, and Luhansk.
Explanation:
First, since Ukraine is having an upper hand in the war, there should be a potential that Ukraine can make Russians run away and get every territory back. This is why I think this proposal is better than Proposal 1.
Second, considering the past lessons we have learned from dealing with Russia, we know even signed agreements cannot be a reason for Putin to stop wars. He still invaded many countries and violated international laws which Russia signed because Russia was a UN member. In my view, you can’t talk through the reasonable senses to an intentionally unreasonable man, this ain’t working. There will be still opportunities for Putin to start an invasion after this war, just like what he did after the invasion of Georgia. Therefore, I suggest fighting off Russia, making it not dare to come close again. (You can probably try with my additional suggestion in the latter part of this article to see if the situation becomes better)
Nevertheless, civilians are dying and suffering, and Ukraine women are being raped. In addition to this, I don’t know whether Ukraine’s wealth and other countries’ continued support of weapons can support this war into a years-long war. Since Ukraine and western world must know what the current situation is and how deep in your pocket, you can take these into consideration and make the decision.
By the way, although I said the deepness of pocket is a factor, I guess it shouldn’t be a concern, since Russia’s pocket will be drained out first.
Proposal 3:
Other countries create a no-fly zone and appoint soldiers to land on Ukraine soil. Help Ukraine win the war and make Russia surrender, especially NATO.
Explanation:
I support proposal 3.
I understand some concerns regarding helping Ukraine will escalate the current situation, making it a World War 3. From my point of view, Russia already started the premiere of World War 3, and I believe all of you have been not unfamiliar with this speculation.
There are two central questions, both of which I think the western countries have asked themselves already:
1. Whether Russia will invade other countries if it wins the current Russia-Ukraine war
2. Whether western countries have the ability to prevent Russia’s invasion.
Regarding point 1, my answer is yes, there is a high possibility that Russia will invade other countries. There are two universes we should consider: One, the leader of Russia is still Putin; Two, the leader of Russia change into someone else.
If the leader of Russia is still Putin, in my view, he will definitely start invasions. Why? If Putin’s world view is that increasing Russia’s territories and making its sphere like the old Soviet Union as his action of attacking Georgia and Ukraine, as the word from his interview indicated, he will definitely invade other countries, just as he invade Ukraine after he invaded Georgia. It is highly likely that Putin’s target will be one of NATO member because some of them were former Soviet Union members, then around that time, NATO still need to have wars with Russia
In the second universe, where the leader of Russia changes into someone else (which has been a highly possible future), the possibility of Russia invading other countries is still high, from my perspective.
According to news media pointed out, there is some misinformation from the Russian military to Putin because Russia’s militaries are too afraid to tell him the truth. There is also speculation that there will be a Russian military coup. We all see that Russian soldiers are killing civilians, and raping women on the battlefield. If the Russian military is really capable of sending misinformation to Putin and making Putin blind, it should be able to deceive Putin that its soldiers are killing people while they are not. There is a high possibility that it’s simply Russia’s military doesn’t want – it wants kill; it wants rape. It’s possible that the military is simply dissatisfied with doing this war, but the Russian military is still no good human.
If my speculation is what the real image of Russia’s military is, then I don’t think that Russia will be any better after replacing its leader into someone from the military. Maybe Russia won’t attack any of NATO countries or the US that time, but Russia will possibly go find a weak country like Chechnya and start the attack. Yes, your problem solves under this scenario. Nevertheless, one of the countries on earth will still be in a horrible and brutal war, if that’s what you wish.
There is another possibility in the second universe, that there is someone who supports democracy and is a good person to get on board and be the leader of Russia. World peace, and a happy ending. I have not enough information to guess whether this scenario is highly likely or not, but I think the western world has to also think about the possibility that a Pro-western leader will get thrown out by Russia’s brutal military, the circumstance will be like Afġānistān government get thrown out by Taliban. Then still, I think the government built from Russia’s military officials will start wars with other countries, although the target may not be NATO or US. (*Note: For some of the people who will blame me for letting Russia know it can consider nuclear weapons, chemical weapons, and mercenaries, don’t worry, Russia definitely has already considered using these measures on Ukraine and other countries; otherwise, how the hell I can learn these options from the news? )
To summarize above the deduction of Point 1, I think it’s highly possible that Russia will still invade other countries after Ukraine, no matter whether Russia’s leader is Putin or not. Now we have a perfect time when the Russian army is weak, we should utilize this current time and make a big strike at the Russia’s invasion, so Russia won’t dare to invade to any country again. You don’t know if Russia will learn from this war and make improvements in its military capability. This is another method to let Russia know it can’t be a gangster (since other methods we have used so far isn’t work).
As for Point 2 “, Whether western countries have the ability to prevent Russia’s invasion”, judging from the current circumstance of Ukraine versus Russia, I think western countries will win in a very easy way if there is no nuclear weapon, chemical weapon, and mercenaries involved. To sum up, in my view, because Russia has a high possibility to invade other countries in the future, and the western countries have abilities to stop invasions and make Russia surrender by force, western countries should join Ukraine’s war to help Ukraine go through this horrible nightmare. The only factor affecting the win is mercenaries hired by Russia if you exclude nuclear and chemical weapon factors.
You may ask, what if Russia starts invasions to other countries because we join Russia-Ukraine war, making the situation become World War 3?
As I said, the Russia-Ukraine war is the premiere of World War 3. Based on my above speculation, Russia will invade other countries, sooner or later, it’s just a matter of time. Maybe Russia’s invasion will come after 5 years, not now, but it is still another invasion after the bloody example of Georgia and Ukraine to expand Russia’s sphere. Then the story will be a enlongered version of World War, simply no one notices the premiere of Ukraine, or if even US and NATO can’t defeat Russia, then suddenly, one day, most of the world will become Russia’s empire, no one notices it’s a world war, because the process is gradual, step by step.
You may ask, what if Russia use nuclear, chemical weapons, or mercenaries in the war?
Nuclear and chemical weapons are my deepest concern, I have no answer for this concern. Just as many people and Russia have been thought about, I only can hope that Russia will also fear US and NATO using nuclear weapons for revenge, so Russia won’t use them. Nevertheless, I have to ask you, won’t Russia use nuclear and chemical weapons in future invasions, if not in this war? Again, sooner or later, it’s just a matter of time.
With respect to the mercenaries factor, I simply have confidence in NATO and U.S’s military capabilities, but I am an outsider, NATO and U.S can evaluate their abilities themselves.
War can create many harms, why do I still suggest joining a war, and Russia’s nuclear and chemical weapons are still a concern.
Because as I said, Russia is very likely to invade other countries, it’s just a matter of time. Ukraine has been a pawn for sacrifice first to make people believe that the world is still good at the moment. It’s true that we can wait until someone good shows up and replace Putin, it’s also true that Russia can use nuclear and chemical weapons; however, as I said, won’t Russia use nuclear and chemical weapons in future invasions, if not in this war? Again, sooner or later, it’s just a matter of time?
Concerning the potential harm that war will bring and the damage that nuclear and chemical weapons can bring, I want to point out a question: Is the world good and safe as long as the bad guy doesn’t kill you, but kill other people?
We all know the answer is no.
I want to read you a story, a three-pigs story which everyone is very familiar with.
In the three-pig story, two of the pigs escaped into the third pig’s house which is the sturdiest one, then the big wolf fell down into the chimney, got hurt because of the fire in the chimney, escaped, and no longer came back to these pigs after then.
My alternative interpretation of this story is that – what if the first and second pigs didn’t manage to escape into the third pig’s house? Then they would get eaten by the wolf. The ending would become only the third pig who has a sturdy house survived.
So this ending is okay? One pig survived by just staying in his own house and watching other pigs dying over the window?
A better solution will be three pigs to gather together in the first place, fight against the wolf, make the wolf dead or no longer dare to come back again.
In addition to this, I also want to point out the history of NATO and UN.
The reason that NATO was built up is that US wants to prevent the Soviet Union invade Europe countries. Although Ukraine hasn’t been able to join NATO, isn’t Ukraine part of Europe? Furthermore, the main intention of President Marshell to propose NATO should be simply to prevent countries fall into the governance of the Soviet Union, not simply because they are in Europe. The organization is built up solely by Europe countries should simply be geographical factors which make Europe countries are likely the targets of the Soviet Union.
The reason that UN was built up is because U.S want to prevent another world war happen. According to wikipeidia, “The UN was established after World War II with the aim of preventing future wars, succeeding the rather ineffective League of Nations “.
If the main goal is preventing future wars, why not stop Ukraine’s war?
I understand that UN doesn’t have its military, but since Ukraine is a member of UN, in my view, UN members should help Ukraine fight back Russia by force to meet UN’s main aim – “prevent wars”, if an economic sanction is not enough for Russia to stop (Although Ukraine’s an ongoing war, not prevention anymore). In this on-going war case, stopping the war is making the enemy know it shouldn’t start war anymore.
In end, I hope NATO and UN members can stand up and help Ukraine fight back Russia, as I said in the previous paragraph, now is the perfect time because the Russia army is weak, you don’t know if Russia will learn from this war and make improvements in its military capability. . Defeat Russia, so Russia won’t dare to step into other countries’ soils again. This is my Proposal 3.
A Suggestion To Ukraine:
Give A More Favorable Treatment To Attract Russian Soldiers To Surrender
As we all understand from the current atmosphere, Russian soldiers have been in unprecedented low morale, many of them questioned the point of doing this war. It is very likely that many Russian soldiers know this war is senseless. A few weeks ago, Ukraine President Zelensky appealed for Russian soldiers to surrender; a few days ago, there was a Russian soldier who surrendered with a tank and get reasonable treatment – a comfortable environment until the war ends, $10,000 after the war is over, and the possibility to apply for citizenship. Under Ukraine’s current offer, Ukraine will pay $1 million for “every combat-capable stolen or trophy” aircraft of the Russian Aerospace Forces, and $500,000 for “every combat helicopter.” [4] https://defence-blog.com/russian-soldier-surrendered-his-tank-to-ukrainian-army/
This offer has been very appealing, but I would like to suggest a more appealing offer to attract Russian soldiers – a permanent resident certificate, and citizenship for the soldier’s children.
Considering Russia’s current brutal atmosphere, I think it’s likely that a Russian who surrenders will get executed if he goes back to Russia. In my view, it’s necessary to give them a promise that they will get citizenship and not break that promise.
After reading the Facebook post regarding the offer to Russian soldiers who surrender from the advisor of the Ukrainian Ministry of Internal Affairs, Victor Andrusiv, many Ukraine people spoke that Ukraine shouldn’t give Russian soldiers citizenship in comments of that post in the fear that Russian soldiers will have voting rights and the change of joining Ukraine army. [5] https://www.facebook.com/victor.andrusiv/posts/pfbid0F8erppVofkJ7h7WWSuC1ejG8B8VCZMrNgCYB6scWLEunxciYGhwRRXTmgNMXpeG3l Yes, I agree. Ukraine shouldn’t give Russian soldiers citizenship considering Russian soldiers will have voting rights and the chance of joining the Ukraine army; nevertheless, Ukraine should at least give Russian soldiers permanent resident certificates and citizenship for the soldier’s children; this is the best you can do to ensure the safety of those Russia soldiers and to guarantee their children can have a normal life in Ukraine because of citizenship.
Many Ukraine people simply thought that those Russian soldiers are murderers and shouldn’t deserve citizenship. The Ukraine advisor Victor actually replied to one of them – “We should consider the damage they will cause if not surrender” (only a few Like to the comment compared many Likes to a comment of no for citizenship), but no one cared. There was another person, Alexander Tumarkin, pointed out that we can’t make sure the soldier who surrender is a murderer, but still no one cared (only a few Like to the comment compared many Likes to a comment of no for citizenship).
It appears that no one care about where should those Russian soldiers go after the war ends; many people only put labels of “murder” on Russian soldiers. I have to agree Alexander Tumarkin was right. You can’t make sure a Russian soldier is a murderer. Why?
First, as we all know from the news, some Russian soldiers were assigned to the battlefield with the understanding “It’s just training”. Don’t you think those Russian soldiers who have been lied to are innocent? And yes, some of those soldiers to whom have been lied is dead.
Second, again, as we all know from the news and the speech of Ukraine president Zenlensky, Ukraine intercepted Russian soldiers’ conversations, some of them felt this war is no point, too. Most Russian soldiers have been in low morale, shooting down their airplanes. This is a potential implication that some Russian soldiers may not want to join this war, and they simply have to follow their orders. It’s unlikely that these soldiers would rape Ukraine women, kill Ukraine women’s husbands, and call those womens’ husbands “Nazis”, which is probably done by some radicals who believe Putin’s lies. I think you should believe not everyone in Russian army is a radical.
As for Russian soldiers who bombed civilian infrastructures, I think some of them simply had no choices but followed orders. Let me point out an important fact that you may ignore: Though not every soldier who followed orders bombed civilian infrastructures are good – some of them probably don’t care about innocent civilian’s lives and followed orders even though they are not those radicals, under this low-morale circumstance, I believe there are some Russia soldiers know what they have done are wrong.
If you want to have some evidence to prove not everyone in the Russian army is a radical, there was news that a Russian soldier use his/her body to protect Ukraine civilian, shout out “It’s peers! Don’t shoot”, but still got shoot by his fellows and dead.
Third, we all know that some people join their national army because it’s a good-pay job, and they are poor or get no good grades in academics. Therefore, you can know it’s not because they love their country. Of course, some of them probably need a good-pay job and also love their country, this will probably be the most cases in most of the developed and democratic countries. However, in Russia this tyrannical country, there should be some cases in which soldiers do not agree with the soldier’s country’s thoughts, they only try to make a living.
To sum up, since not every Russian soldier is a bad person as I have pointed out for several reasons above, I suggest Ukraine should make a video to appeal to Russian soldiers again. This time, add a new offer – a permanent resident certificate, and citizenship for the soldier’s children. If you have read some U.S news regarding Russian spies or watched some U.S spy movies, you will find that the U.S gives those defected Russian spies permanent resident certificates in the U.S because Russia will kill them once they go back to Russia – this is what you need to do as the U.S does. I am not sure whether this new offer can attract more Russian soldiers or not, maybe most of them are radicals who raped women or cold-bloods who don’t think there is anything wrong with bombing civilian infrastructure and killing civilians, but I think it’s worth to try. If most of the Russian soldiers surrender, then what we need to worry only left mercenaries.
Note: I am not saying countries should help every country which gets attacked. In Afghanistan’s case, the government and the army don’t have the will to change themselves in many aspects in order to make themselves capable of fighting off their enemy. It will be useless to help because their government doesn’t have the will.
In addition, I also do not suggest helping someone who are only want to rely on other people’s help instead of working on improving your ability to fight alone.
(For example, I am a Taiwanese, when I see someone comment on hoping U.S will help Taiwan when China attacks Taiwan, I always would think we Taiwanese shouldn’t expect other people’s help instead of working on our own, other people also have their own domestic matters; that will be just similar to an immature son/daughter always expect parent’s money to buy a home and pay wedding fee instead of making money on your own to buy a home and pay your own wedding or just not have a wedding, because your parents never force you must hold a wedding instead of getting the registration of marrige done^^. Nevertheless, when some Taiwanese learned of my thought, they always utilize this kind of thought and exaggerate it into their own conspiracy theories(^^), thinking America will use Taiwan as a pawn so Taiwan shouldn’t expect America’s help^^)
However, in Ukraine case, Ukraine have a government, a president, and its people who are willing to fight until the last moment. Plus, they don’t simply rely on other’s people’s help, they improve their fighting ability a lot through Europe and U.S’s military training; they fight so hard on their own.
Therefore, in Ukraine case, I suggest help.
Conclusion
For Ukraine, since you have known that the only thing you can do is fight on your own, it will be extremely difficult to let the world accept Proposal 3, so I would hope Ukrainians can consider my Proposal 1&2, and take my suggestion to attract Russia soldiers into account. Yet, I have tweeted President Zelensky , the UN chief, and many presidents around the world, and sent the link of this article to the Whitehouse and Boris Johnson’s office, seems no one see this article. I would hope everyone share this article to social media in public if you like my Proposal 1&2.
Note: My proposals can be a bit “unheard-of”. Yet, the Eight-Nation Alliance attacked a big land China and carved out China into eight pieces is unheard of in history; Hitler’s crime was unheard of in history; Putin’s demands given Russia’s status of loser is unheard of in history(He wants to make a history with his name); Ukraine’s compromise of giving up Donbas is unheard of in history. History is created, not learned solely. Therefore, I hope everyone can consider these proposals.
A letter to Putin
Considering current circumstance which you get a severe harm on both military and economic aspects, I suggest you just consider to stop the war and give up everything you proposed. If you have a room for bargaining, I suggest you accept Proposal 1 or another new agreement which only does not join NATO as agreed by Ukraine.
As for using nuclear/chemical weapons, I suggest you “do NOT consider it”. The reason has been obvious in your mind, using nuclear weapons will make western countries use the same thing against Russia. Don’t even think that western countries won’t do that, only you are cold blood. When you are dying, you will do anything including eating other humans; that’s we human’s inherent animal trait. If your Russians are all dead, I suppose there is no fun to sit in your empire anymore, your game will be over.
I want to point out that your biggest problem, in my view, is not miscalculation of invasion toward Ukraine, nor disregard of the harm that the economic sanction brings. Your biggest problem is that your thought of making former Soviet Union members blend into Russia, expanding Russia’s empire again is outdated and helpless to your vision of “making Russia great again”.
If you want to make Russia great again, in the military aspect, you should consider investing in technology, making robot soldiers faster than the Unite States. Even without technology, expanding territories won’t make Russia indestructible because a better army can take down those territories.
If you want to make Russia great again, from an economic aspect, you should stop dictatorship and allow people to have the freedom to speak and do things. Russia has many incredible engineers who build some great software including Telegram and Yandex, and the well-known Russians have spoken about some intelligent words on Twitter. This indicates your people have independent thinking ability even if you ban out all the media and shut up people’s mouths. I am very surprised, really, because China doesn’t have many of this kind of human (Native Chinese in China, not Chinese born in U.S or western countries).
In addition to this, Russia has a very delicate culture, such as architecture, and tea, which has been shadowed by the western world. I suggest you work on making the product of your culture be spread throughout the world more thoroughly; for example, Russia’s royal products should have the potential to be parallel with UK’s royal products. Spreading your exquisite culture will definitely make a glorious Russia. Nevertheless, you have to stop invasions first. Otherwise, people won’t buy it and will continue to see Russia as the Hydra in hero movies.
Therefore, if you allow democracy, and start to work on other aspects, you will definitely see a glorious Russia in the very soon future built by your people.
I hope that day will come soon, as I have been amazed by Russia’s delicate culture.
